It is located just below the southern cave there's a tree below a short ledge (you use it can climb up after you've climbed out of the water at the base of the large signal tower). I used the rock outcropping that was in the southernmost area of the GEOTHERMAL VALLEY. What helps is if you can find a rock that you can use to climb up and out of the water.
Just find a place where the water is DEEP enough - you only need a rock a few feet out of the water to practice diving. Master the dive from a low spot, THEN complete the challenge.
